The short version: getkelo.com does not use analytics, advertising or tracking cookies. That is why you won't see a cookie banner — there is nothing to accept.
A cookie is a small file a website stores in your browser to remember information between visits. Similar technologies, such as browser local storage, serve comparable purposes. The applicable rules (art. 22.2 of the Spanish LSSI-CE and the AEPD cookie guidance) require prior consent for any that are not strictly technical.
This site sets a single, technical cookie, exempt from consent because it is necessary for a feature you choose yourself (the site language):

The Kelo product application (client access) uses only technical session cookies, which are necessary to authenticate you and keep your session secure. Those cookies are exempt from consent because they are strictly necessary for the service you request.
If we ever introduce cookies that require consent (for example, analytics), before setting any of them we will: show a banner with accept and reject options of equal prominence, load no non-technical cookie without your affirmative action, renew consent at most every 24 months, and update this page with the full cookie table (name, provider, purpose, duration and type), in line with the AEPD cookie guidance.
In addition to the above, every browser lets you block or delete cookies from its privacy settings. Check your browser's help pages (Chrome, Firefox, Safari or Edge) to configure this.
